Ibohal Singh, learned counsel appearing for the petitioner and Mr. Shyam Sharma, learned GA appearing for the respondents. In view of the limited prayer made in this writ petition and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage. [2] The learned counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in this writ KABORA MBAM SAPANA CHANU Digitally signed by KABORAMBAM SAPANA CHANU Date: 2026.06.26 13:30:31 +05'30' WP (C) No. 490 of 2026 Page 2 petition, the petitioner has already approached the Chief Secretary (i/c DP), Government of Manipur (Respondent No. 2) by submitting a representation dated 11.03.2026 and the said representation is still pending for consideration and disposal. The learned counsel submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the respondent No. 2 to consider the said representation on its own merit and strictly in term of applicable rules and guidelines and to dispose of the same by issuing a speaking order within a stipulated period. [3] Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is limited to the consideration and disposal of the representation submitted by him, he has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner. [4] Taking into consideration the submission advanced by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioner, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Chief Secretary (i/c DP), Government of Manipur, is hereby directed to consider the WP (C) No. 490 of 2026 Page 3 representation dated 11.03.2026 submitted by the petitioner on its own merit and strictly in accordance with the applicable rules and guidelines and to dispose of the same by issuing a speaking order. (ii) After taking a decision and issuance of an order in connection with the said representation, the respondent No. 2 should communicate a copy of the said order to the petitioner within a period of 3 weeks from the date of issue of the said order. (iii) The consideration and disposal of the said representation should be completed within a period of 3 months from the date of receipt of a certified copy of this order.
