The petitioner is before this Court seeking a direction to the respondent to publish the route from Mini Bus Route “Vinayagapuram Shri Swami Hypermarket to Hopes College”, in the District Gazette and to receive the petitioner’s application, along with the prescribed fee, for grant of a mini-bus permit on the said route. 3. The petitioner states that the Government of Tamil Nadu introduced the Comprehensive Scheme, 2024, which was published in the Government Gazette pursuant to G.O.Ms.No.198, Home (Transport-I) Department, dated 28.04.2025. Under the scheme, mini-buses were introduced to provide transport facilities to rural areas where adequate public transport is not available. Initially, the identification of new routes was to be undertaken by the transport authorities. Subsequently, the scheme was modified by G.O.Ms.No.113, Home (Transport-I) Department, dated 04.03.2026, by inserting Clause VI-A, providing for identification of new routes by applicants. 2/5 https://www.mhc.tn.gov.in/judis W.P.No.33690 of 2026 4. Pursuant to the said amendment, the petitioner claims to have identified the route and submitted the proposal to the respondents. However, according to the petitioner, the respondents have not taken any steps to notify the said route. 5. The learned State Counsel appearing for the respondents submitted that the route identified by the petitioner would be considered in accordance with the scheme and appropriate orders would be passed within the time to be stipulated by this Court. 6. In view of the above submission, this Writ Petition is disposed of with a direction to the first respondent to consider the route identified by the petitioner, in accordance with G.O.Ms.No.113, Home (Transport-I) Department, dated 04.03.2026, on its own merits and in accordance with law and pass appropriate orders within a period of two months from the date of receipt of a copy of this order. 3/5 https://www.mhc.tn.gov.in/judis W.P.No.33690 of 2026 7. If the route identified by the petitioner is notified, the petitioner shall be at liberty to submit an application for grant of a mini-bus permit, along with the prescribed fee, and the same shall be considered in accordance with law.
