This habeas corpus petition has been filed to issue a direction to the respondents herein to produce the petitioner’s brother viz.Karigalane, S/o.Many, aged about 51 years, before this Court and set him at liberty. 2. The petitioner has arrayed the Superintendent of Police and Inspector of Police as parties in this case, but, the allegation of the petitioner is that her brother has left the country, travelling to various countries and has not returned. Only in that context, the petitioner has filed the present habeas corpus petition making the respondents as parties. 3. We are of the view that mere impleading of Superintendent of Police and Inspector of Police as parties in the habeas corpus petition will not serve any purpose. Firstly, the petitioner should give a representation to the Ministry of External Affairs, Government of India, mentioning the correct and necessary details as to when her brother had left the country and as to which country he had gone originally. Let the representation be given and considered by the Ministry first.
