GP FOR SERVICES II The Court made the following: 2 THE HONOURABLE SRI JUSTICE NYAPATHY VIJAY Writ Petition No. 19861 of 2026 ORDER: The Writ Petition is filed questioning the action of the Respondents in not considering the case of the Petitioner for promotion to the post of Hostel Welfare Officer Grade-I, in spite of the availability of a vacancy from June 2025, as illegal and arbitrary. 2. The Petitioner was initially appointed as a Hostel Welfare Officer Grade-II in the erstwhile Khammam District. Pursuant to the bifurcation of the Andhra Pradesh State under the Re-organisation Act, and in view of the merger of seven Mandals of Khammam District into the East Godavari District, Andhra Pradesh, the Petitioner is continued in the said post in East Godavari District. It is stated that the Petitioner is at Serial No. 1 in the Seniority List of Hostel Welfare Officers Grade-II. Though there are vacancies in the Department relating to Hostel Welfare Officer Grade-I, promotions are not being effected and, therefore, the Petitioner is being deprived of the benefit of promotion in spite of the representations dated 04.02.2026 and 04.07.2026. 3 3. The learned Assistant Government Pleader for Services-II submits that the representations of the Petitioner would be examined and an appropriate decision will be communicated to the Petitioner. 4. Heard the learned counsels. 5. Considering the submissions made, the Writ Petition is disposed of with the following directions: i) The Respondents shall examine the case of the Petitioner for promotion to the post of Hostel Welfare Officer Grade-I in accordance with the rules and pass appropriate orders thereon and communicate the decision to the Petitioner within a period of three months from the date of receipt of a copy of this Order. ii) There shall be no order as to costs.
