(Per: Hon’ble Manoj Kumar Tiwari, J.) JUDGMENT Petitioner is a resident of Village Tugalpur, Block Khanpur, Tehsil Laksar, District Haridwar. According to him, Uttarakhand Power Corporation Limited is erecting high tension line which is passing through populated area of village Tugalpur which may pose danger to residents of the said village. 2. Relief(s) sought in this writ petition are as follows: “1. Issue a writ, order or direction in the nature of mandamus commanding/directing the Respondents to shift 11000 V High Tension electricity line from populated area of Village Tugalpur, Khanpur, Tehsil Laksar, District Haridwar through some other suitable place as authorities concerned deem fit and proper by adhering the Central Electricity Authority (Measures Relating To Safety And Electric Supply) Regulations, 2010. 1 2026:UHC:359-DB II. Issue any other relief, which this Hon'ble Court may deem fit and proper in the circumstances of the case be passed in favour of the public at large. III. Cost of the petition be awarded in favour of the petitioner.” 3. Learned State Counsel submits that petitioner had approached District Magistrate on 14.10.2025 and District Magistrate had directed Executive Engineer, Construction Division PWD to conduct inquiry. Learned State Counsel submits that report is yet to be submitted by Executive Engineer. 4. Mr. Dharmendra Barthwal, learned counsel appearing for UPCL submits that issue raised by petitioner can only be looked at by Electricity Inspector appointed by State Government under Electricity Act and he submits that matter may be referred to the Electricity Inspector. 5. Writ petition is, accordingly, disposed of with liberty to petitioner to represent the matter before Electricity Inspector. If petitioner makes representation within one week from today Electricity Inspector shall visit concerned village and submit his report to competent authority within four weeks. The competent authority shall thereafter pass necessary order after considering report of Electricity Inspector. 6. With the aforesaid direction, the writ petition is disposed of.
