ORDER This Writ Petition is filed seeking to issue a Writ of Mandamus to direct the 5th respondent, to consider the petitioner's representation dated 29.06.2026 and grant necessary permission and adequate police protection to smoothly conduct the 11th Annual Aadi 18th Perukku Festival on 14.08.2026 at Arulmigu Sri Piraiyadi Karuppasamy Temple, Kanmoikarai, Vilangudi, Madurai, ensuring the inclusion of all village communities without any obstruction from respondents 6 to 14.
2. The learned counsel for the petitioner has submitted that some of the private parties have already misappropriated a huge amount of money, in the name of organising temple festival in the previous years and sought the indulgence of this Court to permit the petitioner to conduct the same.
3. The Learned Government Advocate submitted that the petitioner's representation has been received and proper enquiry has been conducted. However, no amicable settlement is arrived. WP CRL.(MD). No.4209 of 2026 second respondent. He further submitted that in the peace committee meeting conducted in the last year, none of the villagers were excommunicated and all the villagers have participated in the temple festival.
4. Heard either sides and carefuly perused the materials available on record.

The Government Advocate(Civil side) appearing for respondents 1 and 2 submitted that in the earlier peace committee which was conducted between the rival parties in the previous year, it was resolved that all the villagers together can conduct the temple festival. As far as the administration of the temple is concerned, two applications in O.A.Nos.7 and 24 of 2021 are pending before the Joint Commissioner, H.R. and C.E Department, Madurai, filed by both the petitioner and the respondent. Pending the same, the petitioner has come before this Court.

7. In view of the submissions made, the second respondent is
directed to put the petitioner as well as rival parties on notice and conclude the enquiry within a period of one week from the date of receipt of a copy of this order and facilitate the conduct of the temple festival peacefully on 03.08.2026 and 14.08.2026.
