For Petitioner : Mr.R.Rajamohan For R-1 to R-3 : Mr.P.Karthik, Standing Counsel 2/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.21655 of 2026 For R-5 : Mr.K.R.Laxman ORDER The writ petition has been filed seeking Writ of Mandamus directing the respondents to issue the petitioner's NEET (UG) 2021 Score Card pertaining to Roll No.4113002474, by incorporating all the requisite security features, namely, the petitioner's photograph and a functional QR Code, by issuing a valid authenticated Score Card for all official and statutory purposes by considering the petitioner's representation dated 14.07.2026 within a time frame fixed by this Court. 2. It is the case of the petitioner that she appeared for the NEET (UG) Examination conducted by the respondents in the year 2021 and secured 192 marks out of 720. Since the petitioner was unable to secure a medical seat in India due to his score being insufficient, he enrolled in the MBBS course at Osh State Medical University, Kyrgyzstan in 2021 and successfully completed the course obtaining degree in June 2026. As per the statutory requirement, Indian Citizens, who obtain medical degree from foreign universities, are required to 3/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.21655 of 2026 clear the Foreign Medical Graduate Examination (FMGE) conducted by the National Board of Examinations (NBE) in order to practice medicine in India. Accordingly, the petitioner enrolled in a coaching programme at Arise Medical Academy in Kannur, Kerala, in preparation for the FMGE scheduled to be held in Jan-2026. For the purpose of applying to appear in the said examination, the petitioner submitted his educational certificates including his NEET (UG) 2021 score card to the coaching center. Upon scrutiny, it was observed that the said score card issued by the respondents lacks mandatory security features such as a photograph and QR code, thereby raising doubts regarding his authenticity. To redress this grievance, the petitioner submitted a representation to the second respondent via email and through registered post. However, the same has not been considered so far. Hence, the petitioner is before this Court. 3. Heard the learned counsel on either side. 4. The relief sought in the writ petition is limited to establish the authenticity of the score card that has been issued to the petitioner and it has been enclosed in the typed set of papers. The score card in question does not bear the 4/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.21655 of 2026 petitioner's photograph as well as QR code, as a result of which, its authenticity is doubted. 5. It is informed by the learned counsel for the second respondent that in Clause 15.6 of the Information Bulletin, it has been clearly specified as follows: “15.6)Weeding out Rules The record of National Eligibility cum Entrance Test NEET (UG)-2020 would be preserved up to 90 days from the date of declaration of result.” 6. Therefore, he would submit that the records are not available. However, the second respondent can issue a certificate regarding the authenticity of the score card/marks obtained by the petitioner on the date of examination including details such as his roll number. 7. Considering the fact that the petitioner has completed his medical course in Kyrgyzstan and has to appear for the Foreign Medical Graduate Examination (FMGE), for which, his NEET (UG) 2021 Examination score card is required, this Court directs the second respondent to submit the aforesaid certificate to the 5/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.21655 of 2026 petitioner within a period of three weeks from the date of receipt of a copy of this order. 8. With the above direction, this Writ Petition is disposed of.
