Heard the learned counsel for the parties. 3. The learned Senior Counsel appearing for the petitioner submitted that the petitioner College is managed by V.P.M. Muthaiah Pillai Meenakshi Ammal Trust, which is running several educational institutions imparting higher education, including Arts and Science Colleges, a Nursing College and a B.Ed. College. It is submitted that, in the year 2002, the Trust established an Engineering College exclusively for women under the name V.P.M.M. College of 2/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.20642 of 2026 Engineering for Women. After nearly two decades of successful functioning, the Management decided to convert the institution into a co-educational institution. Accordingly, in the year 2023, the name of the College was changed to V.P.M.M. College of Engineering and Technology to reflect its co-educational status. The learned Senior Counsel further submitted that the petitioner College is affiliated to Anna University and has obtained the necessary approval from the All India Council for Technical Education (AICTE). The respondent University had also granted affiliation to the petitioner College for the academic year 2025–2026. It is further submitted that, during the year 2025, certain disputes arose between the Management and the Principal of the College. Owing to the resultant deficiencies, the respondent University suspended the affiliation/approval granted to the petitioner College. Subsequently, at the request of the petitioner Management, the students studying in the College were transferred to other non-autonomous engineering colleges affiliated to Anna University so that their academic interests would not be affected. The learned Senior Counsel submitted that, for the academic year 2026–2027, the petitioner applied for continuation of affiliation. Upon inspection, the respondent University passed the impugned order stating that, though the petitioner had satisfied the faculty requirements in respect of the 3/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.20642 of 2026 Post Graduate courses, it had failed to satisfy the faculty requirement for the Under Graduate courses. According to the respondent, the petitioner was required to have twelve faculty members for the first-year Under Graduate programme, whereas only ten faculty members were available. On the said ground, the impugned order came to be passed. 4. The learned Senior Counsel further submitted that the petitioner has since appointed the remaining two faculty members and has uploaded the particulars in the respondent University's online portal. The relevant proposal along with supporting documents has also been forwarded to the respondent through e-mail. 5. The learned Senior Counsel also invited the attention of this Court to the counter affidavit filed by the respondent University, particularly paragraph 6 thereof, wherein it is stated that, if the petitioner submits the required compliance on or before 31.07.2026 and gives an undertaking that it would not admit students directly into the second, third and fourth years, the respondent University is prepared to consider the petitioner's request for admitting students 4/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.20642 of 2026 to the first-year Under Graduate courses after conducting an inspection, either online or in person. It is submitted that, pursuant to the observations made by this Court, the petitioner has filed the required undertaking affidavit before 5.00 p.m. on 29.07.2026 and has also forwarded the same to the respondent through e-mail. Therefore, the petitioner has complied with all the requirements stipulated by the respondent University. 6. In such circumstances, the learned Senior Counsel prayed that this Court may issue a direction to the respondent University to consider the petitioner's compliance and pass appropriate orders on or before 31.07.2026, in terms of paragraph 6 of the counter affidavit, thereby permitting the petitioner College to participate in the counselling process for admission to the first-year Engineering courses for the academic year 2026–2027. 7. In response, the learned counsel for the respondent University submitted that the respondent University would consider the claim of the petitioner for the admission of students only in respect of the first year UG courses on or before 31.07.2025. 5/8 https://www.mhc.tn.gov.in/judis W.P(MD)No.20642 of 2026 8. Recording the said submission, this writ petition stands disposed of. No costs.
