For Petitioners : Mr.V.Rajiv Rufus For Respondents : Mr.M.Mahaboob Athiff (R1 to R5) Counsel for Government of Tamil Nadu ORDER W.M.P.(MD) No.15796 of 2026 has been filed seeking permission to file a single Writ Petition is ordered. 2/6 https://www.mhc.tn.gov.in/judis W.P(MD)No.21303 of 2026 2.This Writ Petition has been filed seeking the issuance of a Writ of Mandamus directing the fifth respondent to consider the petitioners' building plan application dated 06.03.2025 seeking approval for the construction of a library in Survey No.238/30, Paramankurichi Village, in the interest of the students and job aspirants of the village, and to grant the necessary approval within a time frame to be fixed by this Court. 3.Since no adverse order is proposed to be passed against the sixth respondent, notice to the sixth respondent is dispensed with. 4.The learned counsel appearing for the petitioners submitted that the petitioners submitted a building plan application along with attached document before the fifth respondent seeking approval for the construction of a library in Survey No.238/30, Paramankurichi Village, for the benefit of the students and job aspirants residing in the village. It is submitted that, despite the lapse of considerable time, no orders have been passed on the said application. Thereafter, the petitioners also submitted a representation 3/6 https://www.mhc.tn.gov.in/judis W.P(MD)No.21303 of 2026 dated 08.07.2025 requesting the fifth respondent to consider the application and grant the necessary approval. Since the said representation has also not been considered till date, the petitioners have approached this Court by filing the present Writ Petition. 5.The learned counsel for the petitioners further submitted that the petitioners would be satisfied if this Court issues a direction to the fifth respondent to consider the petitioners' representation dated 08.07.2025 and pass appropriate orders thereon within a time frame to be fixed by this Court. 6.Considering the facts and circumstances of the case, and without expressing any opinion on the merits of the petitioners' claim, this Writ Petition is disposed of with a direction to the fifth respondent to consider the petitioners' representation dated 08.07.2025, after affording an adequate opportunity of hearing to the petitioners, the sixth respondent, and any other interested or affected parties, if any, and thereafter pass appropriate 4/6 https://www.mhc.tn.gov.in/judis W.P(MD)No.21303 of 2026 orders on merits and in accordance with law.
