Ajay Mohan Goel, Judge (Oral) By way of this petition, the petitioner has prayed for the following reliefs:- (i) “That issue a writ of mandamus or any other suitable writ, order or direction, directing respondent No.2-Regional Transport Officer, Bilaspur, to registration/transfer of vehicle bearing registration No.HP-01B-6363 in favour of the petitioner and to issue certificate of registration in favour of the petitioner. (ii) In the alternative, direct respondent No.3-State Bank of India to refund the full auction sale consideration amounting to Rs.4,63,000/- alongwith interest, if the transfer is not possible due to any legal bar beyond the petitioner’s control.” 2 2. A perusal of the impugned order demonstrates that the Authority, which was approached by the petitioner qua the registration of the vehicle has refused to do so in light of the pendency of certain civil litigations, including a writ petition, detail whereof is given in the present writ petition. 3. In this backdrop, this Court is of the considered view that the present petition is not maintainable and the petitioner would be well advised to become a party in the writ reference whereof is in the order. 4. The petition is, accordingly, closed with liberty to the petitioner as prayed for by the learned counsel to move an appropriate application for his impleadment in the CWP No.3929 of 2025, titled Pradeep Kumar versus State of Himachal Pradesh and others.
