3. Since no adverse order is going to be passed against respondent Nos.4 and 5, notice to them is dispensed with. 4. The learned counsel appearing for the petitioner would submit that the petitioner is the owner of the property adjacent to the premises occupied by respondent Nos.4 and 5. According to the petitioner, respondent Nos.4 and 5 are are running various commercial establishments, namely, a broiler chicken shop, tiffin stall, tea shop, provisional store and Chennai Hot Puffs Bakery near his property. It is the further submission of the learned counsel that the said establishments are being run without obtaining the requisite licence from the competent local authority and, in addition thereto, an illegal bar is also being operated in the premises.
Aggrieved by the alleged illegal activities of respondent Nos.4 and 5, the petitioner submitted representations to respondent Nos.1 to 3 on 12.11.2025 and 24.06.2026, requesting them to take appropriate action, including locking and sealing the unauthorised establishments. Since no action has been taken on the said representations, the petitioner has approached this Court by filing the present writ petition. 3/6 https://www.mhc.tn.gov.in/judis

5. The learned Counsel for the State, on instructions, would submit that pursuant to the petitioner's representation, the second respondent has already initiated an enquiry into the allegations. She further submitted that the enquiry will be completed and appropriate orders will be passed on the petitioner's representations, after affording an opportunity of hearing to the petitioner as well as respondent Nos.4 and 5, within a period of six (6) weeks. 6. Recording the above submission, this Writ Petition is disposed of with a direction to the second respondent to consider the petitioner's representations dated 12.11.2025 and 24.06.2026, conduct a proper enquiry by issuing notice to the petitioner and respondent Nos.4 and 5, afford them an opportunity of personal hearing, verify whether the establishments are being run with the requisite licences and in accordance with law, and thereafter pass appropriate orders on merits and in accordance with law, as expeditiously as possible, preferably within a period of six (6) weeks from the date of receipt of a copy of this order.
