O R D E R: This petition is filed under Article 226 of the Constitution of India to issue a writ or order or direction, more particularly one in the nature of a writ of mandamus, (i) declaring the action of the respondents Nos. 2 to 5 in not conducting survey, boundary demarcation and F-Line fixation in respect of the petitioner’s land in Survey No. 429/1 of Manganapalle village, Challagirigella Panchayat, Porumamilla Mandal, Y.S.R. Kadapa District, despite registration of Grievance No. KDP202604205388, dated 20.04.2026 and representation, dated 01.05.2026; and in not taking action upon the petitioner’s representation objecting to release electricity service connection to the unauthorised borewell as illegal, arbitrary and violative of Articles 14, 21 and 300-A of the Constitution of India; (ii) consequently direct the respondent No.4 to immediately conduct a survey, fix the F-Line, demarcate the boundaries in the presence of the petitioner; and (iii) consequently direct the respondent No. 5 not to sanction or release any electricity service connection to the borewell situated in the disputed property until completion of survey proceedings. 2. The case of the petitioner, briefly stated, is as follows:
The petitioner belongs to marginalized dombara community. The government of Andhra Pradesh assigned a total extent of land of Ac.0.55 cents in S.No.429/1 of Manganapalle village to 11 eligible members, each Ac.0.05 cents. Since then they have been in possession and enjoyment of their respective plots of lands. Recently, the respondent No.6 highhandedly encroached the house sites of the petitioner’s family. When the petitioner and his family members objected the same, the respondent No.6 threatened and intimidated them with dire consequences.
The petitioner repeatedly approached the revenue authorities and requested them to verify the records and conduct a survey, fix the F-Line, demarcate the
3 W.P.No.18646 of 2026 boundaries and take action against the encroachment and irregular entries. The petitioner submitted a grievance application through P.G.R.S., vide Grievance No. KDP202604205388, dated 20.04.2026. A detailed representation dated 01.05.2026 was submitted to the respondent No.4. Further, apprehending that the respondent No.6 may secure an electricity service connection to the borewell allegedly installed in the disputed property, the petitioner submitted a representation to the respondent No.5 requesting not to provide any service connection. However, no action has been taken on the grievance of the petitioner. Hence, this writ petition was filed. 3. The learned Assistant Government Pleader for Revenue placed on record a copy of the written instructions of the respondent No.4, vide Ref. No. A/137/2026, dated 12.07.2026 is as follows:
“It is submitted that in the reference 2nd cited it has been instructed to submit the instructions on the Writ Petition No. 18646 of 2026 filed by Annapureddy Venkata Subbaiah S/o Venkata Swamy pleading to direct the respondents not to take action to conduct survey, boundary demarcation and F.Line Fixation in respect of the land in Sy.No. 429-1 extent Ac. 1.50 cents of T.Sallagirigella Village of Porumamilla Mandal as he has filed the Grievance petition No KDP202604205388 dated: 20.04.2026 and representation filed on 01.05.2026. It is humbly submitted that I have assumed the charge of the post of Tahsildar, Porumamilla on 06.05.2026. Since I have recently assumed charge, all the records pertaining to the above case require detailed examination for the preparation of written instructions along with the connected records for obtaining necessary approval. Further, the special intensive Revision of Electoral Roll (SIR 2026) is presently in progress, which is also engaging the attention of this office.

I therefore request for grant of adjournment for two months for submission of detailed written instructions on the averments made by the writ petitioner.”

In view thereof, the learned counsel for the petitioner requested to dispose of the writ petition by fixing a time for the respondents to take appropriate action on the representation of the petitioner. 5. Considering the submissions made on both the sides and the written instructions, the writ petition is disposed of directing the respondents to consider the representations of the petitioner, as per law, as expeditiously as possible, not later than two (2) months from the date of receipt of copy of this order.
