Nirmolchand, learned senior counsel appearing for the petitioners and Mrs. L. Monomala, learned GA appearing for the respondents No. 1 and 2. None appeared on behalf of respondents No. 3 to 6, who are the private respondents. At the outset, the learned senior counsel appearing for the petitioners submitted that the petitioners have submitted separate representations (four in number) all dated 09-02-2026 to the Director of Agriculture, Government of Manipur, raising their grievances and that the present writ petition can be disposed of by directing the Director of Agriculture, Government of Manipur (respondent No. 2) to consider the said representations on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing a speaking order within the stipulated period. The learned GA also submitted that if this court is inclined to issue directions to the respondent No. 2 to consider and dispose of the said representations submitted by the petitioners, an observation may be made that at the time of consideration and disposal of the said representations, a chance of hearing will be given to the respondents No. 3 to 6 by giving notices to them. The learned GA also submitted that adequate time be given for consideration and disposal of the said representations. On consideration of the submissions made by the learned counsel appearing for the parties and on perusal of the record, this court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Director of Agriculture, Government of Manipur, is hereby directed to consider the aforesaid representations (four in number) all dated 09-02-2026 submitted by the petitioners on its own merit and strictly in terms of the applicable rules/ guidelines and to dispose of the same by issuing a speaking order; (ii) The respondent No. 2 is further directed to give notices to the respondents No. 3 to 6 and to gave them opportunity of being heard to them at the time of consideration and disposal of the said representations; (iii) The whole process should be completed as expeditiously as possible but not later than two months from the date of receipt of a certified copy of this order; and -2- WP(C) No. 84 of 2026 & anr. Contd…/- (iv) It is made clear that the above directions have been issued without touching upon the merit of the present writ petition. With the aforesaid directions, the present writ petition as well as the connected application stands disposed of. JUDGE Devananda -3-
