JUSTICE A. GUNESHWAR SHARMA Order 20.06.2026 [1] Heard Mr. Th. Khagemba, learned counsel for the petitioners. [2] The three petitioners are applicants for the posts of Lower Division Assistant (LDA) and Grade-IV vide advertisement dated 08.03.2021 issued by the Council of Higher Secondary Education, Manipur (respondent No. 2). By the said advertisement, five categories of posts for a total number of 21 in all were advertised including the post of LDA and Grade-IV. Petitioner No. 1 and 3 applied for the post of Grade-IV while petitioner No. 2 applied for the post of LDA. It is submitted that they are kept in waiting list. It is the case of the petitioners that there are vacancies and petitioners, whose names in the waiting list, can be appointed against the vacancies in this regard. [3] The three petitioners submitted a joint representation dated 07.03.2022 and reminder representation dated 10.03.2025 to the Secretary, Council of Higher Secondary Education, Manipur in this regard. [4] Mr. Th. Khagemba, learned counsel for the petitioners, submits that two representations are still pending. The only prayer made in the writ petition is for disposal of the two representations dated 07.03.2022 and 10.03.2025 within a stipulated time. [5] Issue notice. [6] Mr. Phungyo Zingkhei, learned Dy. G.A. accepts notice on behalf of the State respondent and Ms. Neha, learned counsel assisting Mr. Y. Nirmolchand, learned senior counsel accepts notice on behalf of Council of Higher Secondary Education, Manipur. Hence service is complete on all the respondents. [7] Mr. Y. Nirmolchand, learned senior counsel for respondent No. 2, submits that the prayer made in the writ petition is for disposal of the two representations submitted by the petitioners and the writ petition may be disposed of at this stage by giving liberty to the respondent No. 2, i.e., Council of Higher Secondary Education, Manipur for disposing the same as per rule on merit within a period of one month. [8] Mr. Phungyo Zingkhei, learned Dy. G.A., submits that State respondent has no role in the present writ petition in this regard and this Court may pass appropriate order. [9] Mr. Th. Khagemba, learned counsel for the petitioners, is agreeable to the submissions made by the learned senior counsel for respondent No. 2. [10] Considering the nature of prayer made in the writ petition and submissions made at the bar, the writ petition is disposed of at this stage by directing respondent No. 2 to dispose of the pending representations dated 07.03.2022 and 10.03.2025 submitted by the petitioners to respondent No. 2 by a speaking order as per rule within a period of one month from the date of receipt of a copy of this order.
