Henba, learned counsel appearing for the petitioner and Md. Shakir Khan, learned counsel appearing for the respondents. [2] The present petition has been filed with a prayer for directing the respondents to unfreeze the petitioner’s Bank WP(C)No. 323 of 2026 Page 2 Account No. 921010038376075 in the Axis Bank, Porompat Branch. The respondents filed an affidavit-in-opposition and at para 11, it has been, inter alia stated as under:- “11. That, with regard to para 13 and 14, I don’t admit the allegation made therein. I further beg to submit that, the petitioner account has been debit frozen due to detection of suspicious transactions indicative of Money Mule activity and subsequent action initiated under regulatory and law-enforcement directives and the petitioner account is presently under multiple liens as per instruction received through the national Cybercrime Reporting Portal (NCRP) complaints. The liens have been marked to safeguard the disputed amounts until the matter is resolved. Sl.No. NCRP Complaints No. Amounts(Rs.) 1. 33202250008722 30,000/- 2. 33202250008722 1,000/- 3. 31103250061421 20,000/- TOTAL 51,000/- “In view of the above, the petitioner account have bene restricted in compliance with regulatory guidelines and law-enforcement instruction, and the freeze shall continue until further clearance is received from the competent authority. “I further beg to submit that I have no objection to allow the petitioner account to allow the debit transaction by keeping the disputed amount of Rs. 51,000/- (Fifty-one thousands) as lien.” WP(C)No. 323 of 2026 Page 3 [3] Both the counsel appearing for the petitioner and the respondents jointly submitted that the present petition can be disposed of by issuing a simple direction to the respondents to allow the debit transaction of the aforesaid bank account of the petitioner by keeping the disputed amount of Rs. 51000/- (Rupees fifty one thousand) as lien. [4] In view of the statement made by the respondents in its affidavit-in-opposition, more particularly at para No. 11 and taking into consideration the submission advanced by the learned counsel for the petitioners, this court is of the considered view that it will serve the interest of justice to issue the following directions:- i) The respondents are hereby directed to allow the debit transaction of the petitioner bank account No. 921010038376075 in the Axis Bank, Porompat Branch, Imphal East by keeping Rs. 51,000/- (Rupees fifty one thousand) as lien.
