2. It appears that this petition has been taken out since the petitioners / appellants are faced with contempt proceedings. When we had partially modified the order of the learned single Judge and allowed the writ appeal partly, the contempt petition will not lie before the learned single Judge. It has to necessarily lie before the Division Bench. As and when the contempt petition is filed before us, we would address the issue of clarification.
