The present writ application has been preferred praying for direction upon the Controlling Authority where the prayer of the petitioner is pending since 28.01.2022, when Form ‘O’ has been issued. 3. Considering the materials on record, the conduct of the Controlling Authority, Chandernagore, Hooghly appears to be very negligent and as such the notice of the Labour Commissioner, West Bengal is brought to the present case. 4. It is thus directed that the Labour Commissioner, West Bengal shall ensure that the Controlling Authorities in all cases act in accordance with law and expeditiously. The conduct of such officers is to be regularly monitored and supervised by the senior/superior officers and above all the Labour Commissioner. 5. Accordingly, the Controlling Authority, Chandernagore, Hooghly is directed to complete the proceedings within four months from the date of communication of this order. 6. The writ application stands disposed of. 7. Be it noted that this Court has not gone into the merit of the case and the Controlling Authority shall decide the case in accordance with law, on the basis of materials on record. 8. WPA 7713 of 2026 is accordingly disposed of. 9. There will be no order as to costs. 10. All connected applications, if any, stand disposed of. 11. Interim order, if any, stands vacated. 12.
