Petitioners have challenged order dated 16.02.2018, passed by Senior Administrative Officer, ICAR – Indian Institute of Farming System Research. By the said order, ICAR declined to upgrade the pay scale of Research Assistant by stating that its liability is only to the extent of pay scales prevailing in the University concerned and it cannot undertake any liability beyond the sanctioned budget in respect of AICRPs/Projects of the University. 3. This Court finds no reason to interfere with the impugned order. 4. ICAR is the funding agency in respect of various projects in agriculture science. ICAR has taken a stand in the said order that it will provide pay scales as per the rate prevailing in the concerned University, and it will not incur any additional liability by upgrading the pay scales. Decision taken by ICAR cannot be said to be unjust and arbitrary. 2026:UHC:3561 5. Learned counsel for the petitioners could not show any vested right in favour of the petitioners for higher pay scale. Even if they have such a right, that can be claimed against their employer and not the funding agency. 6. Thus there is no scope for interference in the matter. Writ petition fails and is dismissed.
