Mr. Y.P.S.Dhaulta, learned Additional Advocate General, accepts service of notice on behalf of the respondents. 2. Case set up by the petitioners is that they were appointed on compassionate grounds as Clerks on contract/daily wage basis. According to them, they are now eligible for promotion to the posts of Senior Assistants, however, as their grievance is that the respondent- Department has not convened the meeting of Departmental 1 Whether reporters of Local Papers may be allowed to see the judgment? yes - 2 - Promotion Committee (DPC) for making promotions to the posts of Senior Assistants from that of Clerks. Petitioners have projected that they are senior most amongst Clerks in the seniority list of Clerks circulated on 18.09.2019, but despite their possessing the requisite eligibility provided under the applicable Recruitment & Promotion Rules, due to non-convening of DPC, their interest are being adversely affected. Learned counsel for the petitioners also submits that vacant posts are also available for promotions. 3. Learned counsel for the petitioners submits that petitioners had preferred representation on 30.11.2025 (Annexure 7) to respondent No.2-the Director Animal Husbandry, Himachal Pradesh. Learned counsel further submits that the petitioners would be content in case respondent No.2/competent authority is directed to decide the aforesaid representation within a fixed time schedule. Learned Additional Advocate General is not averse to this prayer. 4. Having regard to the afore-submissions, but without examining the merits of the matter, this writ petition is disposed of with direction to respondent No.2/ competent - 3 - authority to consider and decide the aforesaid representation of the petitioners in accordance with law within a period of six weeks from today. The decision so arrived at shall also be communicated to the petitioners. The writ petition stands disposed of in the above terms, so also the pending miscellaneous application(s), if any.
