The writ petition had been filed in the nature of mandamus seeking a restraint order against the 3rd respondent, Thiruppuvanam Town Panchayat, Sivagangai District from erecting any board or structure in Markandeya Theertha Kulam in Survey No.16/14 measuring to an extent of 1.73 acres in Nelmudikarai Village Group, Thiruppuvanam Town Panchayat, Sivagangai District. 2.We are not entering into any discussion on the facts necessitating filing of the writ petition. We are also not recording the submissions made by the learned Counsel on behalf of the petitioner or on behalf of the respondents, who both dispute the nature of name to be given to the said Tank. 3.We are conscious that the Panchayat had passed a particular resolution and as against such resolution, Rule 164 (1) of the Tamil Nadu Urban Local Bodies Rules, 2023 provides for further appeal to the Director of Panchayat.
