The facts of the above mentioned cases are that, the petitioners are the contractors carrying the works of solid waste management on contract basis. It is the case of the petitioners that, they were interested in the work orders to collect waste from door to door and to keep the streets clean. The work orders passed by respondent No.3 in favour of the petitioners are placed before the Court. The said work orders were extended from time to time. As per the work orders, the petitioners had employed several workers for effective implementation of the contracts. In some cases, due to unavailability of the labourers, the petitioners also bought workers from other states and districts for successful implementation of the works and without fail, paid salaries to them. It is stated that, the petitioners have invested more than 15 years of their lives tirelessly implementing the work orders and contracts. It is the case of the petitioners that, respondent No.2, in consultation and under the direction of the State, has been issuing directions and orders. - 13 - HC-KAR NC: 2026:KHC-D:808 WP No. 108378 of 2025 C/W WP No. 108168 of 2025 WP No. 108682 of 2025 AND 3 OTHERS Respondent No. 2 passed an order dated 24.04.2025, whereby the petitioners were directed to fix the minimum wages, Variable Dearness Allowance (VDA) and PDA for the period from 01.02.2025 to 31.03.2026. The petitioners have been implementing the said order and the same was intimidated to the respondents. It is the grievance of the petitioners that Respondent No. 2, without issuing any notice or affording any opportunity of hearing to the petitioners, passed the order dated 22.09.2025, whereby Respondent No. 3 was directed to pass an order for termination of the petitioners’ contract and work orders. It is stated that, the respondents cannot unilaterally cancel the contracts without issuing any notice. It is submitted that, the petitioners have given their representations to the respondents, but the respondents have failed to consider the same. 8. Learned counsel appearing for respondent No.2/ Corporation submits that, respondent No.2 has received several complaints from workers engaged through various contractors, including the petitioners, alleging non-payment of wages. In this regard, they have given complaints to the Legal Services - 14 - HC-KAR NC: 2026:KHC-D:808 WP No. 108378 of 2025 C/W WP No. 108168 of 2025 WP No. 108682 of 2025 AND 3 OTHERS Authority and to different authorities. Proceedings under Provident Fund Act are also initiated. It is submitted that, in the light of these complaints received by the respondents and taking into consideration the interest of the labourers, the respondents have passed the order, whereby, they are utilising the services of all the labourers who are working with all the contractors and now the Corporation is directly paying the salaries to them. This action of the respondents is in the interest of the larger public and the petitioners have no right to question the order, as there are no existing contracts between the petitioners and the respondent. 9. Having heard the learned counsels on either side, perused the material on record. As all the writ petitions are pertaining to the same dispute, they are disposed of by way of a common order. 10. Learned counsel appearing for respondent No.2 has placed before this Court a bundle of representations addressed to various authorities, along with print media reports, which indicate that the contractors failed to pay wages to the labourers and also defaulted in remitting provident fund contributions. In - 15 - HC-KAR NC: 2026:KHC-D:808 WP No. 108378 of 2025 C/W WP No. 108168 of 2025 WP No. 108682 of 2025 AND 3 OTHERS that regard, proceedings are already initiated. Since the petitioners have no legal right to approach this Court and the decision taken by respondent No.2 is in the larger public interest, this Court, in exercise of its jurisdiction under Article 226 of the Constitution of India, cannot interfere with the action taken by the respondents. This Court do not find any reasons to interfere with the order impugned. Hence, this Court is passing the following: ORDER (i) Accordingly, all the writ petitions are dismissed. (ii) All I.As. in the writ petitions shall stand closed. Sd/- JUSTICE LALITHA KANNEGANTI RH CT: UMD List No.: 2 Sl No.: 15
