No.17821 of 2026. 2. The contention of the appellant is that, although the case of the 5th respondent was considered and notional seniority was granted by placing reliance upon the orders passed in W.P. No.22610 of 2021 and W.P. No.22119 of 2021, as well as G.O.Ms. No.38, dated 04.06.2019, the 5th respondent is, in fact, not a party to the aforesaid writ petitions. It is further contended that the said G.O., which has been relied upon for granting notional seniority, is also not applicable to the case of the 5th respondent. 3. It is the further contention of the appellant that, based on the grant of such notional seniority, the respondents proceeded with the process of promotions, compelling the appellant to file the present Writ Appeal. 4. The learned Government Pleader appearing for the respondents placed reliance on G.O.Ms. No.46, Finance (HR.I-Planning & Policy) Department, dated 06.07.2026, whereby general directions were issued, and on the consequential Memo No.3301035-FIN01-HROPDPP(RRD)/17/2026-HR-I, dated 06.07.2026. Under the said Memo, all Secretaries to Government, Heads of Departments and Regional Heads were directed to effect promotions only up to 30.07.2026. Since the said cut-off date has already expired, there is no proposal to effect promotions. 5. However, it is submitted that the promotion exercise under PO-2025 has been extended until further orders. 6. In view of the above circumstances, as there is presently no proposal to effect promotions, no further orders are required to be passed at this stage. 7. Accordingly, the Appeal is closed, giving liberty to the State to file its counter-affidavit in the writ petition within a period of four (04) weeks. There shall no order as to costs. Consequently, Miscellaneous Petitions, if any, pending in the Writ Appeal shall stand closed. _____________________ JUSTICE D.
