2. Indeed, on 07.07.2026 this Court passed the order as under:
“Sri Thota S.V.L.Narasimhaswamy, learned Counsel for the Petitioner submits that NOC was given to the Petitioner, but the Petitioner has requested this Court fro grant of one adjournment for engaging another Counsel.
At request, post on 14.07.2026, as last chance.”
3. Mr. M. Gowtham Reddy, learned counsel, is appointed as learned legal aid counsel for Petitioner in this case. The Secretary, High Court Legal Services Committee, is directed to issue necessary proceedings in this regard.
4. Heard the learned Legal Aid Counsel for the Petitioner and the learned Assistant Public Prosecutor.
5. The Criminal Revision Case is filed under Sections 397 and 401 of the Code of Criminal Procedure, 1973 (for brevity, "the Cr.P.C."), challenging the
order dated 12.04.2019 passed in DDR No.286 of 2018 on the file of the learned Judicial First Class Magistrate, Chintapalli, whereby the application filed under Sections 190 and 200 of ‘the Cr.P.C.,’ seeking to take cognizance of the offences alleged against Accused Nos.1 to 19, punishable under Sections 6-A(1), 6-A(2) and 6-B of the Andhra Pradesh Scheduled Areas Land Transfer Regulation, 1959 (Regulation I of 1959), as amended by Regulation I of 1970 and Regulation I of 1978, and under Sections 109, 166, 166-A, 167, 193 read with Section 197, Sections 206, 207, 217, 218, 384 and 447 read with Section 34 of ‘the I.P.C.,’ was dismissed by the learned Trial Court.
6. In the present Criminal Revision Case, the petitioner has failed to implead Accused Nos.1 to 19 as respondents. No order affecting the rights of the accused can be passed without affording them an opportunity of being

heard, as any order in the revision would directly affect their rights and interests.
7. A Criminal Revision Case filed without impleading the necessary parties is not maintainable. Since the petitioner has failed to implead Accused Nos.1 to 19, who are necessary parties to the proceedings, the revision is also liable to be dismissed for non-joinder of necessary parties.
8. Accordingly, the Criminal Revision Case is dismissed for non-joinder of necessary parties. No order as to costs.
As a sequel, interlocutory applications, if any pending, shall stand closed.
