JUSTICE R DEVDAS ORAL ORDER Learned Counsel Sri Pawan Kumar, who is present in the Court takes notice for all the respondents. 2. Learned Counsel for the petitioner submits that the confirmation order at Annexure ‘E’ under Sections 243(3)(e) and 244(1) of The Greater Bengaluru Governance Act, 2024, has been passed by respondent No.4-Zonal Joint Commissioner. However, it is the contention of the petitioner that the confirmation order has been passed by the Commissioner without giving an opportunity of hearing to the petitioner. Therefore, the learned Counsel submits that an opportunity of hearing may be given to the petitioner and enable the petitioner to - 4 - HC-KAR NC: 2026:KHC:24429 WP No. 13847 of 2026 file written objections to the earlier notices issued by the competent authority. The Joint Commissioner may be directed to hear the petitioner after receiving objections at their hands and thereafter proceed in accordance with law. 3. Learned Counsel for the respondent-Greater Bangalore Authority does not seriously object to the submissions made by the learned Counsel for the petitioner. 4. In that view of the matter, the writ petition stands disposed of permitting the petitioner to give a written reply or objections to the earlier notices issued by the competent authority under Sections 248(1) and (2) of the Bruhat Bengaluru Mahanagara Palike Act, 2020, within a period of 15 days from today. 5. The Zonal Commissioner shall afford an opportunity of hearing to the petitioner, look into the - 5 - HC-KAR NC: 2026:KHC:24429 WP No. 13847 of 2026 objections that would be filed and thereafter proceed in accordance with law by issuing the confirmation order once again if required. Needless to observe that till such a decision is taken by respondent No.4-Zonal Commissioner in terms of the directions issued by this Court, the respondent-authorities shall not take any further steps pursuant to the impugned confirmation order at Annexure ‘E’ dated 25.03.2026.
