It is the case of the petitioner that the petitioner was granted promotion in Grade-I on 1998 though he is eligible to get the same from 1991-1992. It is his grievance that he should be given the monetary benefits and other benefits of the said promotion from the date when he became eligible and not from the actual date when he has been granted promotion. 3. According to the petitioner, he became eligible in the year, 1991- 1992 to the said promotion, but he was granted the same promotion in the year, 1998. Petitioner accepted the said promotion in the year, 1998 and worked in the promoted post and ultimately superannuated in the year, 2023. In 2026, he has filed this writ petition. There is huge delay and latches on the part of the petitioner. Further being eligible to get promotion does not mean that he has to be promoted from that date itself. Whether any posts were vacant or not and also other grounds are also to be considered, which is within the domain of the employer. 4. In this case also the petitioner was promoted in the year, 1998 and from 1998, he is getting all the benefits. The petitioner kept quite for all these period and only after superannuation, he has raised this grievance, which I am not inclined to entertain this writ petition on the ground of delay. 5.
