Heard learned counsel for the petitioner, the learned Assistant Government Pleader for Panchayat Raj, the learned Standing Counsel for Gram Panchayat . 3. It is the case of the petitioner that the petitioner is a permanent resident of Chillakuru Village. She came to know that the respondent authorities were attempting to install a permanent statue of Nandamuri Taraka Rama Rao (NTR) on the road margin of a public road situated within the limits of Chillakuru Gram Panchayat. Grievance of the petitioner is that the proposed installation is being undertaken without obtaining permission from the competent authority and in complete disregard of the statutory provisions governing public roads. Learned counsel for the petitioner submits that the Hon’ble Supreme Court, in SLP (Civil) No.8519 of 2006, by Order dated 4 SRK, J WP.No.17489 of 2026 18.01.2013, categorically directed that no State Government shall grant permission for the installation of any statue or the construction of any structure on public roads, pavements, sideways, or other public utility places, and the said directions were made applicable throughout the country. Pursuant thereto, the Government of Andhra Pradesh issued G.O.Ms.No.18, Transport, Roads & Buildings (Roads-1), Department, dated 18.02.2013, reiterating that no permission shall be granted for the installation of statues or the construction of any structure on public roads, pavements, sideways, and other public utility places. Thereafter, the Commissioner and Director of Municipal Administration issued Circular ROC.No.21030/259/2025/G, dated 08.06.2025, directing all Commissioners and local authorities to strictly implement G.O.Ms.No.55, dated 08.04.2003 and G.O.Ms.No.18, dated 18.02.2013, and to take immediate action for the removal of all unauthorized statues, flexies, hoardings, and other structures from public roads and public utility places. 4. Today, when the matter is taken up for hearing, learned Standing Counsel for the Gram Panchayat, appearing on behalf of respondent Nos.4 and 5, on written instructions dated 04.07.2026, submits that, as on date, no statue has been installed and that no installation will be permitted unless and until the requisite permission is granted by the Government, based on the recommendations of the Statue Committee headed by the District Collector, i.e. Respondent No.2. The written instructions are placed on record. 5. A perusal of the written instructions clearly shows that no statue has been installed and that, at present, there is no proposal to install any statue on the subject property. 6. In view of the aforesaid circumstances, the Writ Petition is disposed of.
