The instant writ application was initially preferred by the Petitioner for several reliefs; however, after some development, the Petitioner is confining to prayer no. C which is quoted hereinbelow:
“(C) For a direction commanding upon the respondents to pay the salary of Library Assistant (from 03/10/1993 to 01/07/2006) and Librarian (from 02/07/2006 till date) to the petitioner inasmuch as the petitioner worked as Library Assistant from 03/10/1993 to 01/07/2006 and as Librarian from 02/07/2006 till date in the BSK College, Maithon, Dhanbad.”
2. The concerned College and the University disputed the prayer no. C by submitting that it was only the then Principal, who committed wrong and for which the College and University are not liable to pay anything. It has

been further contended that the appointment of Librarian/Asst. Librarian is made only through BPSC/ JPSC and not by the Principal of the Collage. 3. Looking to the specific averments made in the Counter affidavit dated 14.09.17 filed by the 2nd & 3rd Respondents specifically Paragraphs 7, 9, 10, 11 & 15, coupled with the fact that it was only the then Principal, who committed wrong of taking work from the Petitioner and for which an enquiry was also set-up against him; and also the fact that the appointment of Librarian/Asst. Librarian is made only through BPSC/ JPSC and not by the Principal of the Collage; no relief can be granted to this Petitioner even for Prayer no. C.
4. Accordingly, the instant writ application is dismissed. Pending I.A(s), if any, also stands closed.
