ORDER:
This writ petition under Article 226 of the Constitution of India is filed seeking the following relief:
“…to issue a Writ, order or direction more particularly one in the nature of Writ of Mandamus, declaring the action of the respondents in not implementing the speaking order in Rc. No. 11/2026, dated 16.04.2026, passed by the respondent No.4 as illegal, arbitrary, unreasonable and violative of Articles 14 and 300-A of the Constitution of India, and consequently direct the respondents to forthwith implement the speaking order in Rc. No. 11/2026, dated 16.04.2026, and carry out mutation of the land admeasuring an extent of Ac.0.12 cents in S.No.271-1C1A1A1A1A1A1A1A1A situated at Somaghatta village, Chilamathur mandal, Sri Sathya Sai district in the name of the petitioner No.1 and pass such other order or further orders as it deem fit and proper in the circumstances of the case.”
2. The case of the petitioners, briefly stated, is as follows:
The petitioners jointly purchased the subject land through a registered sale deed bearing document No.649 of 2025, dated 15.02.2025, executed by Prabhjoth Singh, Director of M/s. Myfra India Pvt. Ltd., for a valid consideration. Pursuant to the same, possession of the subject property was delivered. Since then, the petitioners have been in peaceful possession and enjoyment of the property. The petitioner No.1 submitted a MeeSeva application, dated 16.10.2025, seeking mutation of the revenue records in respect of the subject

As her MeeSeva application remained unattended, she submitted a Spandana Grievance Redressal application, through Public Grievance Redressal System, on 13.01.2026. Pursuant to the application, the respondent No. 4 summoned the petitioner No.1 stating that the property can only be held in the name of one person and
directed to furnish ‘no objection’ from the petitioner No. 2. Accordingly, the petitioner No. 2 submitted a duly sworn no objection affidavit. The respondent No. 4 passed a speaking order vide Rc. No. 11/2026, dated 16.04.2026, approving the request of the petitioner No.1 for mutation. Despite passing of the order and though a considerable period had elapsed, the respondent authorities failed to carry out mutation of the entries in the name of the petitioner No.1 in 1-B register, Adangal and other connected revenue records and have not taken any action till date. The respondent authorities neither implemented the speaking
order, dated 16.04.2026 nor communicated any reason whatsoever for their failure to do so. Hence, this writ petition was filed. 3. The learned Assistant Government Pleader for Revenue placed on record a copy of the written instructions of the respondent No.4, Tahsildar, Chilamanthur mandal, vide Rc. No.150/2026/A, dated 08.07.2026, wherein it was stated as follows:
“1. It is respectfully submitted that as per the Resettlement Record (R.S.R.), the total extent of Survey No.271 is Ac.12.12 cents. The land classification is marked as Government Dry (G.D.), with the third column as “G” and the fourth column as “D”. Column 11 records
“12 Tappsil List Chudumu” (refer to the detailed list of Joint Pattadars). The original joint pattadars under list number 12 include Chinnapureddygari Obul Reddy,
5 BSB, J W.P.No.17137 of 2026 Ayyavaribotlagari Venkatadikshithilu, Savithramgari Karnam Lakshmitespha, Aswartha Narayanappagari Lakshmi Narasappa, and Narasappagari Parvathamma. 2. As per webland Adangal reflects Khata No.1405 under the name of Probhjoth Singh, Director of M/s. Myfra India Pvt. Ltd. for an extent of Ac.4.7700 cents out of the larger survey sub-division. 3. It is further submitted that when processing any application for mutation or the issuance of Pattadar Passbooks, the primary statutory duty of the competent Revenue Authority is to thoroughly verify the updated Revenue Records (including the Diglot / RSR and webland Adangal), the actual field position, ground possession of the subject land, and the clear eligibility and legal title flow of the applicant. Any administrative implementation can only take place after ensuring strict adherence to this multi-tier verification procedure to prevent illegal or overlapping mutations. 4. It is respectfully submitted that upon receipt of the mutation application, the registered sale deed, revenue records, and all connected documents were duly scrutinized in accordance with the prescribed procedure. Field enquiry report is pending from the concerned officials. On completion of the enquiry and after the expiry of the notice period, necessary action will be initiated while following due procedure. 5. In the circumstances, it is prayed that this Court may be pleased to dismiss the writ petition, or in the alternative, leave it open to the competent authority to

In view of the above noted written instructions, the learned counsel for the petitioners requested to dispose of the writ petition fixing time for expeditious action on the direction of the respondent No.4 given at the request of the petitioner No.1. 5. Accordingly, the Writ Petition is disposed of directing the respondent No. 4 to pass appropriate order pursuant to the order of the respondent No.4, dt.16.04.2026, as per law, within two (2) months from the date of receipt of a copy of this order. There shall be no order as to costs. Pending miscellaneous petitions, if any, shall stand closed. ___________________ B. S.
