Nellore District. …Respondents 2 BSB, J W.P.No.17225 of 2026 The Court made the following: 3 BSB, J W.P.No.17225 of 2026 ORDER: This writ petition under Article 226 of the Constitution of India is filed seeking the following relief: “..to issue a writ, order or direction, more particularly one in the nature of writ of mandamus declaring the inaction of the respondents in removing the term “removed from dotted lands from 22A entry” in the remark column of webland version with respect to the lands of the petitioner as illegal, arbitrary and violation of Articles 14, 21 and 300-A of the Constitution of India and consequently direct the respondents to remove the term “removed from dotted lands from 22A enquiry” in the remark column of the webland version with respect to the lands of the petitioner and pass such other order / orders as this court deems fit and proper in the facts and circumstances of the case.” 2. The case of the petitioner, briefly stated, is as follows: The subject lands were purchased through a registered sale deed and the petitioner has been in continuous possession and enjoyment of the same. As the things stood thus, the subject lands have been kept in the prohibited list under Section 22-A of the Registration Act, 1908. Thereafter, at the request of the petitioner, the District Collector, conducted a detailed survey and directed the District Registrar vide proceeding, dated 06.12.2021, to delete the lands of the petitioner from the prohibited list. In pursuance of the orders of this Court in various writ petitions, the lands of the petitioner have been deleted from the prohibitory list by the District Registrar vide proceeding, dated 4 BSB, J W.P.No.17225 of 2026 26.02.2022. However, surprisingly, the registration authorities did not accept registration of the subject lands and refused to entertain the registration in respect of the lands of the petitioner even after deleting the lands from the prohibitory list. Hence, the petitioner filed a writ petition in W.P.No.30094 of 2025 wherein this Court categorically directed the Sub-Registrar either to register the document or refuse to register by recording reasons for refusal and to pass a detailed order. A contempt case was also filed in this regard and the same is pending. Once the lands are removed from the prohibitory list, non-removal of the term “removed from Dotted lands from 22-A in the webland column” is illegal. Hence, this writ petition was filed. 3. The learned Assistant Government Pleader for Revenue placed on record a copy of the written instructions, dated 08.07.2026, wherein it was stated briefly as follows: “... Even though the subject lands are reflected in Web land as Dotted land removed from 22(A) in remarks column. Hence registration department is not able to register the subject lands. In this connection, to resolve the issue, the government has issued guidelines / instructions vide C.C.L.A.s Ref.No.REV02-17/13/2026- Settlement I SEC-CCLA / 3229080, dt.01.06.2206, to all the District Collector which are dotted lands made entries in web land and after duly verifying the records and completion of the prescribed workflow within the stipulated as separate module enabled in web land. 4. It is submitted that, the entire process already communicated to all the Tahsildars and R.D.Os. in this District and verification process in web land is under 5 BSB, J W.P.No.17225 of 2026 process. Soon after receipt of the report received from the R.D.Os through the Tahsildar in web land action will be initiated in accordance with law.” 4. In view of the above noted written instructions, the learned counsel for the petitioner requested to dispose of the writ petition fixing time for attending to the grievance of the petitioner expeditiously. 5. Recording the written instructions as part of the order, this Writ Petition is disposed of with a direction to the respondents to attend to the grievance of the petitioner as early as possible. There shall be no order as to costs. Pending miscellaneous petitions, if any, shall stand closed. ___________________ B. S.
