JUDGMENT: ( per SUBHASH UPADHYAY, J.)
The present writ petition has been filed with the following prayers:
“I. Allow the present Writ Petition and call for all Orders / Contracts/sub-contracts entered into between the Respondents pertaining to the issue at hand, i.e., awarding contracts for preparing and supplying Take Home Rations and supplementary nutrition for distribution at Anganwadis under the Integrated Child Development Services Scheme; and II. Pass necessary and appropriate orders / directions in the nature of certiorari and quash the impugned order dated 17.03.2025 passed by Respondent no. 1, and the consequential MoU/contracts entered between the Respondent no.3 and Respondent no. 4, as well as the MoU/sub-contracts entered between the Respondent no. 4 and Respondent no. 5; and 1
2026:UHC:108-DB III. Issue a writ(s) in the nature of mandamus or any other writ(s)/
order(s)/ direction(s) directing the Respondent no. 1, to ensure Self Help Groups are given the work to supply of supplementary nutritional food under Saksham Anganwadi & Poshan 2.0 Scheme in the form of Hot Cooked Meal and Take-Home Ration as mandated by the Hon'ble Apex Court.”

Learned counsel for the petitioner submits that the petitioner may be permitted to put forth his grievances before the Secretary, Women Empowerment and Child Development Department, Civil Secretariat, Dehradun and the said authority may be permitted to decide the issue within a stipulated time period.

Learned counsel for the respondents submit that they have no objection to the said prayer made by the petitioner.

The submissions of learned counsel for the parties are placed on record.

The Principal Secretary, Women Empowerment and Child Development Department, Civil Secretariat, Dehradun is directed to treat the Writ Petition filed by the petitioner as representation. The Secretary, Women Empowerment and Child Development Department, Civil Secretariat, Dehradun shall decide the representation of 2
2026:UHC:108-DB the petitioner by providing adequate opportunity of hearing to the petitioner and other stake holders. The aforesaid exercise shall be completed within a period of two months.

With the above observations, the Writ Petition is disposed of.
