JUSTICE ANANT RAMANATH HEGDE ORAL ORDER Heard the learned counsel appearing for the petitioner and the learned counsel appearing for the respondents. 2. This petition is filed assailing two notices/orders i.e., the Admin Notice No.767/2025 dated 04.12.2025 and the Office Order bearing No.A/HR/353/2025 dated 09.12.2025, both issued by third respondent. - 3 - HC-KAR NC: 2026:KHC:1605 WP No. 39082 of 2025 3. The learned counsel for the petitioner would urge that both orders are passed without issuing notice to the petitioner and it is the further submission that the facts do not enable the respondents to invoke the provisions of law which are invoked in terms of the aforementioned orders. 4. Learned counsel for the respondents would submit that aforesaid two Orders are withdrawn and show cause notices are issued to the petitioner to respond. 5. Learned counsel for the petitioner would submit that the notices issued do not indicate that the earlier notices are withdrawn. 6. The respondents have filed the rejoinder and statement of objection to the application for vacating stay. Same are taken on record. 7. However, it is noticed from the statement of objection that earlier notices/orders impugned in the petition are withdrawn. - 4 - HC-KAR NC: 2026:KHC:1605 WP No. 39082 of 2025 8. The Court, after going through the materials on record and also after considering the submissions, is of the view that earlier notices stand withdrawn. 9. Under these circumstances, petitioner is entitled to reply to the show cause notices issued subsequent to the filing of the writ petition. The reply shall be submitted within fifteen days from today. 10. The respondents shall consider all the grounds to be urged by the petitioner in the said show cause notices and thereafter has to pass appropriate order. 11. Writ Petition is disposed of accordingly. 12. It is made clear that this Court has not expressed any opinion on the merits of the matter. 13. All contentions of the parties are kept open.
