In this writ petition, the petitioner prays for quashing of the energy bill dated 09.06.2018 so far it relates to short charge (fixed charge) for the period 10/17 to 03/18. 3. The petitioner further prays for commanding upon the Respondents to issue a revised energy bill for the month of May, 2018 while removing the component of fixed charge. 2026:JHHC:9587 2 4. The petitioner further prays for a declaration that in view of the specific provisions of Clause 11.12 of the Supply Code Regulation the respondents were to continue the power supply through new meter and not to disconnect the electricity. 5. The petitioner is questioning the correctness of electricity bill dated 9th June 2018, which was issued to the petitioner. 6. Counsel for the petitioner submits that the bill is absolutely illegal as the same could not have been levied upon the petitioner in terms of the Supply Code Regulation. 7. Learned counsel appearing for the respondents submits that the petitioner should not have to approach this Court by filing the application under Article 226 of the Constitution of India in view of the fact that there are alternatives by way of Dispute Resolution Forums to deal with the case and the grievance of the petitioner. 8. The counsel for the petitioner at this stage admits that in terms of section 42 of the Electricity Act, such Forum in Jamshedpur has been constituted and the same is functional. 9. Considering the said submission, I direct the petitioner to approach the concerned Forum by filing an application. The Forum will consider the case of the petitioner and will pass appropriate order as per law. The Forum will also consider that this writ petition was pending before this court from 2018 and the issue of limitation, if any raised, will be considered sympathetically. 10.
