1. Sri Prakash Chandra Bhatt, learned counsel for the petitioner (through V.C.).
2. Ms. Puja Banga, learned Standing Counsel for the State of Uttarakhand. Recall Application (MCC No. 2 of 2026)
3. The writ petition was dismissed in absence of counsel for the petitioner on the ground of the petitioner having not paid the Court fee. While in the Recall Application, unconditional apology has been tendered for absence on the said date, the fact remains that the Court fee was not paid along with the petition and despite grant of repeated opportunities, the defect was not removed. As such, no ground is made out to recall the order dated 27.03.2026.
4. The Recall Application is rejected.
5. It shall be open to the petitioner to file a fresh writ petition after affixing the proper Court fees, if so advised.
