Heard Mr. P. K. Deka, learned counsel for the petitioner and Mr. A. R. Tahbildar, learned Standing Counsel, Higher Education Department appearing for the said department. [2.] Having regard to the nature of grievance projected by the petitioner, the writ petition is taken up for disposal at the stage of motion itself. [3.] The grievance of the petitioner is that although he is the senior most Assistant Professor in Mankachar College, Mankachar, the respondent No. 5 has been placed as the In-charge Principal of the College by ignoring the seniority of the petitioner. Secondly, the petitioner is also aggrieved with the delay in granting him the promotion in terms of the Career Advancement Scheme (CAS). Aggrieved with the above two (2) grounds, the petitioner approached the Director of Higher Education, Govt. of Assam by submitting his representation on 18.03.2026 (Annexure – 10) requesting the said authority to examine the grievance projected by him and to give appropriate relief. However, since the same has not been considered till date, the petitioner is before this Court. [4.] This Court has noticed that the representation of the petitioner, as stated hereinabove, is pending as on date and therefore, without expressing anything on merit, Court considers that the representation should be considered by the
Page No.# 3/3 authority concerned and disposed of by passing a reasoned and speaking order within a time frame. [5.] Accordingly, the respondent Director of Higher Education, Govt. of Assam (respondent No. 2) is hereby directed to consider and to dispose of the representation of the petitioner within a period of six (6) weeks from the date of receipt of a certified copy of this Court’s Order. The petitioner shall also furnish a copy of the writ petition along with all the annexures to the respondent No. 2 for doing the needful. The Order to be passed by the respondent No. 2 shall be communicated to the petitioner. [6.] With the above observations and directions, the writ petition stands
