Since no adverse order is passed against the private respondents, notice to the private respondents is dispensed with. 3. The learned counsel for the petitioner submitted that the private respondents are preventing the petitioner from offering Pongal, goat sacrifice, worship and conduct special poojas in Arulmigu Edaiyakaruppar Temple and sought the indulgence of this Court. 4. The learned Government Advocate (Civil side) submitted that the temple is not under the control of Hindu Religious and Charitable Endowments (HR & CE) Department. However, dispute is pending before the Joint Commissioner, HR & CE, Pudukkottai filed by the petitioner. Pending the same, the petitioner has come before this Court. 5. Heard the learned counsels on either side and carefully perused the materials available on record. 7. The 6th respondent police is directed to put the petitioner as well as the respondents 7 to 9 on notice under Section 64 BNSS and sensitize the respondents 7 to 9 that they should not prevent the petitioner and their men from conducting goat sacrifice, offering Pongal, worship special poojas and Aadi Padayal to the deity of Arulmigu Edaiyakaruppar Temple situated at Kulavaipatti Village, Illuppur Taluk, Pudukkottai District, and to facilitate the participation of the villagers without preventing anyone. It is made clear that none of the parties should claim any first honour at the time of the festival. It is also made clear that the petitioner also should not prevent the private respondents from participating in the above events. 8.
