Murugan For R1 & R2 : Mr.J.Anandakumar For R3 : Mr.Ragatheesh kumar for M/s.Isaac Chambers ORDER The petitioner herein participated in the recruitment process for the post of the District Educational Officer in Tamil Nadu School Education service in response to the Notification No.5 of 2024, dated 23.04.2024 under PSTM category. The candidature of the petitioner has now been rejected by the respondent TNPSC through the impugned memorandum dated 20.03.2026 on the ground that the petitioner has studied B.Ed., course in English Medium and therefore, he is not entitled to claim benefit of reservation under the PSTM category. Hence, the petitioner approached this Court by filing the present writ petition challenging the impugned memorandum dated 20.03.2026. 2. The petitioner has not placed any material, much less substantial material, to satisfy this Court that the petitioner has studied B.Ed. course in Tamil medium. No.19009 of 2026 contends that though the course offered by the respondent University is in English Medium, the petitioner has written all the examinations in Tamil language only and therefore, the same has to be verified by the respondent University. The learned counsel further contends that in case if it is found that the petitioner has written all the examinations in Tamil language, the petitioner is entitled to claim the benefit under PSTM category. 3. This Court, having taken note of the above contentions, on an earlier occasion, required the learned counsel for the the third respondent to get instructions in this regard. 4. The learned counsel for the third respondent University, on instructions, submits that B.Ed. course was always offered only in English medium and it was never offered in Tamil medium. He further submits that the petitioner has obtained B.Ed. degree in the year 1994 that is more than 3 decades back and therefore, the examination papers written by the petitioner would not be available in the respondent University. 3/6 https://www.mhc.tn.gov.in/judis WP(MD). No.19009 of 2026 5. In the circumstances and in the absence of any material placed before this Court to satisfy either the petitioner has studied B.Ed. Course in Tamil Medium or the petitioner has written B.Ed. examinations in Tamil language, this Court does not find any error or illegality in the impugned memo issued by the respondent TNPSC. Accordingly, this petition is dismissed. No costs.
