Hemchandra, learned senior counsel assisted by Mr. Juno Rahman, learned counsel appearing for the petitioners. Heard also Mrs. Ch. Sundari, learned GA appearing for all the respondents. In view of the limited prayer made on behalf of the petitioners and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself. [2] At the outset the learned senior counsel appearing for the petitioners submitted that after holding an election the petitioners have been elected as the member of the Board of Directors of the Manipur Apex Co-operative Marketing Society Ltd. Thereafter, the 1st Board Meeting was held on 29.05.2026 for election of the Chairman & Vice- Chairman of the said society. In the said meeting, 3 resolutions have been taken. Thereafter, proceeding of the said 1st Board Meeting held on 29.05.2026 was submitted to the Registrar of Cooperative Societies, Manipur (respondent No. 3) for obtaining its approval. WP (C) No. 426 of 2026 Page 3 Subsequently when such approval is not forthcoming from the side of the respondent No. 3, the petitioners submitted a representation dated 04.06.2026 to the respondent No. 2 and the respondent No. 3 with a request to finalize the process for approval/acknowledgement of the proceeding of the 1st Board meeting held on 29.05.2026. It has been submitted that the said representation is still pending for consideration and disposal. [3] The learned senior counsel submitted that the petitioners will be satisfied for the time being if the present writ petition is disposed of by issuing a direction to the respondent No. 3 to consider the said representation on its own merit and in terms of applicable act and rules and to dispose of the same by issuing a speaking order within a stipulated period. [4] Mrs. Ch. Sudari, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the representation submitted by them, she has no objection in disposing of the representation as prayed for on behalf of the petitioners. [5] Considering the submission made by the learned counsel appearing for the parties and on perusal of the record, this Court is of the considered view that it will meet the ends of justice to issue the following directions:- WP (C) No. 426 of 2026 Page 4 1. The Registrar of Co-operative Societies, Manipur is hereby directed to consider the aforesaid representation dated 04.06.2026 submitted by the petitioners on its own merit and strictly in terms of applicable act and rules and to dispose of the same by issuing a speaking order. 2. After issuance of the said order by the respondent No. 3 in connection with the said representation, a copy of the same should be furnished to the petitioners within a period of 2 weeks from taking such a decision. 3. It is made clear that the consideration and disposal of the said representation should be completed as expeditiously as possible and not later than 1 month from the date of receipt of a certified copy of this order.
