(2) Petitioner was appointed as Village Development Officer in erstwhile State of Uttar Pradesh, vide order dated 11.1.2000. He is posted in District Nainital for the last 26 years. His grievance is that not a single promotion has been given to him so far, even though sufficient number of vacancies on the next higher post of Assistant Block Development Officer are available. In this regard, petitioner has made a representation. Since no decision is reportedly taken on his representation, therefore, petitioner has approached this Court seeking the following reliefs: “i) Issue a writ, order or direction in the nature of mandamus directing respondent no. 1 and 2 to hold DPC for promotion on the post of Assistant Block Development Officer in State of Uttarakhand. ii) Issue a writ, order or direction in the nature of mandamus directing respondent no. 1 and 2 to initiate action and prepare State wise seniority for promotion on the post of Assistant Block Development Officer in State of Uttarakhand.” (3) Having regard to the facts of the case, writ petition is disposed of with a direction to Commissioner, Rural Development to prepare the State-wide 2026:UHC:1567 seniority list of Village Development Officers and initiate promotion exercise, once the seniority list is finalised. This Court hopes and expects that this entire exercise shall be completed within six months from the date of presentation of certified copy of this order.
