HC-KAR NC: 2026:KHC:3785 WP No. 36725 of 2025
3. Learned AGA raises preliminary objection that unless there is a provision conferring such a right on the petitioner, such directions cannot be issued to the authorities.
4. There is substance in the submission made by the learned AGA. Unless the petitioner is able to point out to any provision of law which mandates providing of an ingress and egress to agricultural lands, such direction cannot be issued to the authorities.
5. However, this Court has noticed that recently the Revenue Department of the Government of Karnataka has issued a circular issuing directions to the revenue authorities to ensure that the agricultural lands will have access on other private lands for the better usage of the lands inasmuch as for cultivation activities, if it is necessary for a land owner to have access over the other neighboring properties, that should be provided by the neighboring property owners.
6. In that way of the matter, if there is any need that could be addressed by the respondent authorities, the same can be considered.
