The petitioner has filed this writ petition seeking following reliefs:- “10.1 That, this Hon'ble Court may kindly be pleased to direct respondent state authority no. 2 SHUBHAM DEY Digitally signed by SHUBHAM DEY 2 and 3 to decide the pending application dated 23.07.2025 of the petitioner. 10.2 That, this Hon'ble Court may kindly be pleased to direct the respondent authorities to grant the increment which the petitioner is entitled as per the circulars of the Central and State Government. 10.3 That, any other relief which this Hon’ble court deems fit in the present facts and circumstances of the case may kindly be granted.” 2. Learned counsel for the petitioner submits that petitioner is working as Assistant Technical Manager (ATM) since 10.08.2015. Petitioner had joined services on 31.08.2015 and since then, she is continuously working on the said post. Petitioner was appointed on the post on contractual basis by following due process of law. As petitioner has completed more than 10 years of service and therefore, in view of the decision of the Hon’ble Supreme Court in the case of Secretary, State of Karnataka and Others v. Umadevi and Others reported in (2006) 4 SCC 1, the respondents be directed to consider the claim of petitioner for gant of increment of 10%. petitioner is entitled for enhanced pay at the rate of 10%, however, till date the respondents have not enhanced the pay of the petitioner as provided under the guidelines in this regard under the Support to State Extension Programmes for Extension Reforms (ATMA) Scheme, 2018 (Annexure P/3) (hereinafter referred to as the Scheme, 2018) and further, the said Scheme has been modified in the year 2025. She submits that petitioner has already submitted a representation before the Respondent No. 1 which is pending consideration and therefore, direction be issued to the Respondent No. 1 to consider and take decision on the representation submitted by the petitioner lastly on 30.04.2025 at the earliest within specified time. 3. On the other hand, learned counsel for the Respondent No. 1 would submit that as the petitioner is not pressing this writ petition on merits and is only seeking a direction to the Respondent No. 1 to consider and take 3 decision on the representation submitted by the petitioner, he is having no objection to the limited prayer. 4. I have heard learned counsel for the parties and perused the documents placed on record. 5. On due consideration of the submission of counsel for the respective parties, facts and circumstances of the case, nature of grievance raised by the petitioner, as also the Scheme issued by the Respondent No. 1 i.e. Scheme, 2018 modified, in the year 2025, without entering into the merits of the claim of petitioner, this writ petition at this stage is disposed of permitting the petitioner to submit fresh comprehensive representation before the Respondents No. 3 and in the event petitioner submits representation, the concerned authority shall consider and take decision on the representation to be submitted by the petitioner expeditiously, preferably within a period of 03 months from the date of receipt of representation. 6.
