Learned counsel for petitioner submits that petitioner, who is a Class IV employee working as Sweeper, has been transferred about 288 kilometer by the order impugned, without following SOP formulated in this regard which permits transfer of an employee only on re-deployment of surplus manpower. In the impugned transfer order there is no whisper about the aforementioned pre-requirements necessitating transfer of petitioner. He further submits that petitioner has rendered more than 34 years of continuous service at his present place of posting and petitioner is going to retire in near future, therefore, petitioner may be permitted to submit detailed representation before respondent No.2 herein for redressal of his grievance raising all the grounds as raised in this writ petition and in turn, respondent No.2 be directed to consider and decide representation to be submitted by petitioner expeditiously, within specified time frame. 2. Learned counsel for the respondents submits that in order to rationalize manpower at the transferred place, the petitioner has been transferred purely for administrative reasons, in due adherence to the policy/service rules/SOP governing transfer. He, however, submits that in view of limited prayer made by learned counsel for petitioner, he is having no objection. 3 3. Heard learned counsel for the parties. 4. On due consideration of submission of learned counsel for the parties, this writ petition is disposed of at this stage permitting the petitioner to submit comprehensive representation before respondent No.2 raising all the grounds as are available to him. If such a representation is submitted by petitioner, respondent No.2 shall consider and decide the same in accordance with law expeditiously, preferably within a period of three weeks from the date of receipt of representation. 5.
