1. Petitioner has filed this writ petition with following prayer:
"It is therefore, humble prayed that this writ petition may kindly be accepted and allow and call for and examine entire record of the case and;
[2026:RJ-JP:10200] (2 of 3) [CW-3692/2026] a) The Hon'ble Court may kindly be declare illegal action of the respondents by which respondents not paid the due salary to the petitioner from 01.08.2020 for working on the post of Pump-Driver under the JJY scheme; b) Further may kindly be directed to respondents to pay the due salary to the petitioner which is due from 01.08.2020 along with interest @ 12% per annum and also directed to take appropriate action against the officers/employee who are responsible for not paying the salary to the petitioner; c) Further may kindly be directed to respondents to pay the minimum wages to the petitioner as per revised circular regarding increase of minimum wages from time to time as per the order dated 05.05.2023 passed in SBCWP No. 1795/2019 titled as Bintu Meena and Anr. Vs. State of Rajasthan and ors.; d) Any other order or direction which this Hon'ble court deems just and proper may also be passed in favour of the petitioner."

It is stated that the petitioner was engaged as Pump Driver in the year 1997 and at present, he has been working in Gram Indranda in Gram Panchayat, Girudi, Panchayat Samiti, Bansoor District Alwar however, payment of honorarium has not been made to the petitioner since August, 2020. It is stated that petitioner has submitted so many representations, which has although been forwarded by the Executive Engineer to the Chief Engineer PHED yet till date, such payment has not been made to the petitioner whereas, the petitioner has been regularly discharging his duties and is still in service of respondent- Department.

Learned counsel for the petitioner further submits that controversy involved in this regard has already been decided by Coordinate Bench of this Court in the case of Pradesh Janta Jal Yojna Shramik Union, Raj. Vs. State of Rajasthan and Ors.
[2026:RJ-JP:10200] (3 of 3) [CW-3692/2026] in S.B. CWP No. 15098/2012 decided on 02.11.2016. It is submitted that earlier also, petitioner has filed S.B. CWP No. 1795/2019, which has been disposed of vide order dated 05.05.2023 passed by Coordinate Bench of this Court with the observation that the petitioner would be entitled with minimum wages revised from time to time. However, instead of making compliance of order dated 05.05.2023, the respondents have stopped the payment of honorarium to the petitioner. Learned counsel submits that the petitioner would be satisfied in case, the present writ petition is disposed of with liberty to the petitioner to submit a representation before respondent No.2 and file for redressing his grievances.

In the light of limited prayer made by learned counsel for the petitioner, this Court deems it just and proper to dispose of this writ petition with liberty to the petitioner to submit a representation before respondent Nos.2 and 5, who shall consider and pass an appropriate order on the representation of the petitioner within a period of 30 days from the date of receipt of representation.
5. It is made clear that this Court has not expressed any opinion on merits of the case.
