This is the second round of litigation. In the earlier round, an identical prayer was made viz., to issue a Writ of Mandamus to direct the second respondent to issue experience certificate to the petitioner for the period of 01.09.2013 to 03.07.2018 pursuant to University Grants Commission Circular D.O.No.F.17-8/2013(PS) dated 01.03.2016 in W.P.No.26825 of 2022. This Court directed the first respondent to act upon the representation of the petitioner dated 25.11.2020 and pass orders within four weeks after affording the petitioner an opportunity of hearing. 3. Though more than 20 months have passed, neither any order has been passed nor petitioner has been called for any enquiry, thereby causing hardship to the petitioner who is unable to participate in any recruitment proceedings. 4. The action of the first respondent in not complying with the order of this Court dated 15.10.2024, within the period stipulated, is unacceptable. However, this Court directs the first respondent to comply with the order of this Court within a period of one week from today. 6. This Writ Petition is disposed of. The first respondent is directed to comply with the order of this Court within a period of one week from today.
