For Petitioner : Mr.P.Ganapathi Subramanian For R1 : Mr.S.I.Muthiah, Counsel for State For R2 : Mr.P.Vetrivel, Government Advocate(Crl.side) For R3 & R4 : Mr.RMS.Sethuraman 1/5 https://www.mhc.tn.gov.in/judis W.P.(MD)No.19710 of 2026 ORDER (Order of the Court was made by C.V.Karthikeyan, J.) This writ petition has been filed in the nature of Mandamus seeking a direction against the first and second respondents/the District Collector, Sivagangai District and the Superintendent of Police, Sivagangai District to consider the representation given by the petitioner on 30.06.2026 objecting to the proposed Jallikattu event to be held on 17.07.2026, Minnalkudipatti, Melapattamangalam, Thirupatthur Taluk, Sivagangai District. 2.The learned counsel entered appearance on behalf of the third and fourth respondents, who are the individuals stated to be taking steps to conduct the Jallikattu event on 17.07.2026. It is the grievance of the learned counsel for the third and fourth respondents that, for more than a decade, Jallikattu had been conducted during the month of Aadi and that no untoward incident or disturbance had ever occurred. It had been stated that it is not just the third and fourth respondents, but also the villagers as a whole, as a community, who participate in the Jallikattu event. 2/5 https://www.mhc.tn.gov.in/judis W.P.(MD)No.19710 of 2026 3.The learned counsel for the petitioner, however, pointed out that, in view of the amendment to the Prevention of Cruelty to Animals Act, 1960, published in the Tamil Nadu Government Gazette on 31.01.2017, Jallikattu can be conducted only during the period between January and May every year. It was further submitted that the expression "Jallikattu" includes Manju Virattu, Vadamadu and Eruthu Vidum Vizha. According to the learned counsel, the said amendment continues to remain in force and its vires has also been upheld by the Hon'ble Supreme Court. 4.In view of the above, it is only appropriate that the first and second respondents uphold the rule of law and ensure that the law of the land is maintained, followed, and adhered to in letter and spirit. It is the responsibility of the first and second respondents in this regard. 5.With the above observation and direction, this writ petition is disposed of. There shall be no order as to costs.
