The petitioner is before this Court seeking for the following reliefs: i. Issue a Writ Mandamus or Direction or Order Directing the Respondent No.4 i.e, Koottegallu Grams Panchayat herein to consider the representation/letter dated 17/04/2025 at Annexure C. Or in the Alternative ii. Direct the Respondent No.4 i.e, Koottegallu Grams Panchayat herein to issue the E- Khata in favour of petitioner name. iii. To pass such other order/s, as this Hon’ble Court deems fit to grant in the circumstances - 3 - HC-KAR NC: 2026:KHC:4389 WP No. 20869 of 2025 of the case, in the interest of justice and equity. 2. The petitioner claims to be the lawful owner in possession and enjoyment of site/Khaneshumari No.118, Gollahalli Village, Harohalli Hobli. The petitioner on 17.04.2025 made an application for change of khata, which not been considered by the respondents till date. 3. A perusal of Annexure-C indicates that the said application, which has been filed by the petitioner is not in online manner. 4. The submission of learned counsel for respondent Nos.2 to 4 is that, if necessary application is submitted in an online manner accompanied by necessary documents, the same would be considered and necessary orders would be passed within a period of 30 days of such filing. In that view of the matter, I pass the following ORDER (i) The writ petition is partly allowed. (ii) The petitioner is permitted to file an online application for change of khata accompanied by necessary documents. (iii) If the same is so filed, respondent Nos.2 to 4 are directed to consider the same and pass necessary orders within a period of 30 days of the application being filed in accordance with law.
