He, however, submitted that if the petitioner submits a fresh application, the same will be considered and disposed of in accordance with law. 3. Recording the above submission of the learned Standing Counsel, this Writ Petition is disposed of with liberty to the petitioner to submit a fresh application before the second respondent. Upon receipt of such application, the second respondent shall consider and pass appropriate orders on merits and in accordance with law, as expeditiously as possible, preferably within a period of four weeks from the date of receipt of the application.
