Heard Mr. K.Palmurugan, learned counsel appearing for the petitioner; Mr. M.Mahaboob Athiff, learned Counsel for the State, who takes notice on behalf of the first and second respondents. 3. Since no adverse order is going to be passed against respondent Nos.3 and 4, notice to them is dispensed with. 4. The learned counsel appearing for the petitioner submitted that the petitioner is residing adjacent to respondent Nos.3 and 4. According to the 2/5 https://www.mhc.tn.gov.in/judis W.P(MD)No.19245 of 2026 petitioner, respondent Nos.3 and 4 have laid a water pipeline and discharged drainage water from the rear side of their house into the public street, resulting in unhygienic conditions and causing obstruction to the free ingress and egress of the residents using the pathway. It is further submitted that the petitioner made a representation to the official respondents on 10.04.2026 requesting them to shift the pipeline and take appropriate action. Since no action has been taken on the said representation, the petitioner has approached this Court by filing the present writ petition. 5. The learned Counsel for State appearing for respondent Nos.1 and 2 submitted that if the petitioner's representation dated 10.04.2026 is still pending, the same will be considered on its own merits and in accordance with law, after affording an opportunity of hearing to all the necessary parties, including respondent Nos.3 and 4. 6. Considering the limited prayer sought for by the petitioner and without expressing any opinion on the merits of the claim, this Court is inclined to issue a direction to the competent authority to consider the petitioner's representation. 3/5 https://www.mhc.tn.gov.in/judis W.P(MD)No.19245 of 2026 7. Accordingly, there shall be a direction to the second respondent to consider the petitioner's representation dated 10.04.2026 and thereafter pass appropriate orders on merits and in accordance with law, within a period of six weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed any opinion on the merits of the petitioner's claim and it is for the second respondent to take an independent decision strictly in accordance with law. 8. With the above direction, this Writ Petition stands disposed of.
