BEFORE HONOURABLE MR. JUSTICE KARDAK ETE ORDER Date : 27-02-2026 Heard Mr. J. Jini, learned counsel for the petitioners. Also head Mr. N. Ratan, learned Additional Advocate General for the State respondents. 2. By filing this writ petition, the petitioners claim to represent the Menda Clan, prays for a direction to consider their case in terms of the resolution adopted in the meeting under the Deputy Commissioner, Lower Dibang Valley whereby, it has been observed that the authorities have assured the District Administration to verify their records and to determine the Old Bridge Point as per the Old Greenfield Alignment and accordingly, the District Administration and PGCIL have been allowed to proceed with the survey of 132 KV of Roing-Anini Transmission Line in respect of the Old Bridge Point. 3. Considering the nature of issue raised in the petition, the learned Additional Advocate General was directed to obtain instructions on

Ratan, learned Additional Advocate General by placing the copy of the instructions dated 26.02.2026 from the Deputy Commissioner, Lower Dibang Valley District submits that pursuant to the meeting dated 18.09.2025, the Deputy Commissioner has passed an order dated 29.10.2025, directing the General Manager, NHIDCL, Roing to provide details of the materials, i.e., KML/KMZ file of the 0-74 GFA as shown in the Google map provided in the proposal dated 30-11-2018 taking off from 16 km of Roing-Hunli road, coordinates of the bridges over the major rivers as per the alignment and coordinates of the bridges over the major rivers as per the existing/current ground alignment. Thereafter, on reminder being sent on 09.12.2025, the General Manager (Projects) NHIDCL, PMU- Roing has furnished the details. Therefore, the respondents authorities are under active consideration and the required survey/demarcation shall be carried out in due course. 5. Mr. J. Jini, learned counsel for the petitioners submits that if the survey/demarcation is carried out in respect of the 32 KV of Roing-Anini Transmission Line in respect of the Old Bridge Point, the petitioners would not have any further grievance, however, since the matter is pending since 2024, an appropriate direction may be issued to the respondent authorities to complete the process as expeditiously as possible by providing a timeline. 6. The Meeting was held under the Deputy Commissioner on 18.09.2025 in respect of the claim of the petitioners and accordingly, following points were agreed to by all the parties. Page No.# 4/5
1. The parties (Pulu clan and Menda clan) were in agreement that they had decided the boundary based on location of the old bridge point as per the old green field alignment plan and had insisted on maintaining the minutes of the meeting for the 1st and 2nd meeting held under the chairmanship of Ms. Nikita Panggam, AC and Shri Talo Moyong. CO respectively. 2. They had also agreed on the contents of the minutes by both the parties and agreed on the minutes of meeting reflected in the meeting held by respective Admin Officers. 3. The parties were assured that the District Administration would verify with the records and other relevant authorities to determine the old bridge point as per the old greenfield alignment.
4. All parties agreed to allow the DA and PGCIL to proceed ahead with survey of 132 kV Roing-Anini transmission line. 7. Pursuant thereto, the Deputy Commissioner, appears to have directed the General Manager, NHIDCL to provide the details for further steps including survey and demarcation of the Old Bridge Point as per the Old Greenfield Alignment. The NHIDCL has provided the details as required by the Deputy Commissioner. 8. Having considered that the Deputy Commissioner has initiated the steps and received the required details for survey and demarcation of the claim of the petitioners pursuant to the Minutes of Meeting dated 18.09.2025 and also considering the submission of the learned Additional Advocate General to the effect that the steps would be taken to survey and demarcate as claimed by the petitioners, I deem it appropriate to
Page No.# 5/5 dispose of the writ petition with a direction to the Deputy Commissioner, Lower Dibang Valley, to complete the process of survey and demarcation as expeditiously as possible but not later than 3(three) months from today. It is hereby directed, accordingly. 9. Writ petition stands disposed of. 10. A copy of the communication dated 26.02.2026 is kept on record and marked as documents ‘X’. JUDGE Comparing Assistant
