JUSTICE SACHIN SHANKAR MAGADUM ORAL ORDER The captioned petition is filed seeking mandamus against respondent No.2 to consider the petitioner's representation dated 10.06.2025 and pass appropriate orders. 2. Heard learned counsel for the petitioner and learned AGA for the respondents. Perused the materials placed on record. 3. The petitioner asserts that he is an enterprising entrepreneur desirous of establishing a fish oil and fish meal manufacturing unit in respect of land bearing Sy.Nos.89/1 and 89/2. It is contended that, with the said objective, the - 3 - HC-KAR NC: 2026:KHC:18726 WP No. 9927 of 2026 petitioner has taken necessary preliminary steps and has secured requisite clearances/approvals from the competent authorities, as mandated under the relevant statutory framework. The grievance of the petitioner, however, is that despite submission of a detailed representation seeking grant of permission and issuance of No Objection Certificate by respondent No.2 for establishment of the proposed industrial unit, the said representation has not been considered, nor has any decision been communicated. Alleging inaction and administrative apathy on the part of respondent No.2, the petitioner is constrained to approach this Court seeking appropriate relief in the nature of a writ of mandamus. 4. Learned Additional Government Advocate, on instructions, submits that the representation submitted by the petitioner will be duly considered and an appropriate decision, in accordance with law, shall be taken by the competent authority within a reasonable time frame. 5. In view of the submission made by the learned Additional Government Advocate and having regard to the limited grievance projected in the present writ petition, this - 4 - HC-KAR NC: 2026:KHC:18726 WP No. 9927 of 2026 Court deems it appropriate to dispose of the petition by issuing the following: ORDER i. The writ petition stands allowed in part; ii. Respondent No.2 is directed to consider the representation dated 10.06.2025 submitted by the petitioner, in accordance with law, and pass a reasoned and speaking order thereon within an outer limit of four (4) weeks from the date of receipt of a certified copy of this order; iii. It is made clear that this Court has not expressed any opinion on the merits of the petitioner9s claim, and all contentions are left open to be considered by the competent authority.
