GUNESHWAR SHARMA ORDER 08.06.2026 [1] Present Mr. Ng. Jotindra, learned counsel for the petitioners/applicants; Mr. W. Niranjit, learned Dy. GA for the respondent nos. 2 & 10; and Mr. S. Suresh, learned counsel for the respondent no. 13. [2] By the present MC(Cont. Cas(C)) No. 41 of 2026 & MC(Cont. Cas(C)) No. 103 of 2025, the petitioners/applicants pray for impleading new incumbent Accountant General (A&E), Manipur as respondent no. 13 and the Commissioner (Hr. & Technical Education), Govt. of Manipur as respondent no. 12 in main contempt petition being Cont. Cas(C) No. 13 of 2025. [3] This Court is of the view that the presence of the new incumbent Accountant General (A&E), Manipur and the Commissioner (Hr. & Technical Education), Govt. of Manipur will be necessary for the disposal of the main contempt petition. [4] Accordingly, MC(Cont. Cas(C)) No. 41 of 2026 and MC(Cont. Cas(C)) No. 103 of 2025 are allowed and disposed of by impleading ‘Shri Hari Prakash, IAS, Accountant General (A&E), Manipur, Babupara, P.O. & P.S. Imphal, Imphal West District, Manipur-795001’ as respondent no. 13 and ‘Mr. Oinam Thoiba Meitei Digitally signed by Oinam Thoiba Meitei Date: 2026.06.08 16:36:11 +05'30' Ningthoujam Geoffrey, IAS, Commissioner (Hr. & Technical Education), Government of Manipur, Old Secretariat Building, South Block P.O. & P.S. [5] Registry is directed to make necessary incorporation in the case file and the petitioners/applicants are directed to file amended memo of parties. [6] Issue notice to the newly impleaded respondent nos. 12 & 13. [7] Mr. S. Suresh, learned counsel accepts notice on behalf of newly impleaded respondent no. 13 and prays for 2(two) weeks’ time for taking instructions.
